Measure Description

Circulation per capita is a standard indicator in the library industry and measures the number of library materials lent to people with a library card. The measure divides the monthly circulation (items checked out) by the library's service area population (108,161 people in 2016), for an average number of check outs each resident has made on a monthly basis. The target of 0.580 is based on available performance data. Our target for FY18 is to grow overall circulation 2 percent when compared to the same period in the prior year.

Measure Importance

Public libraries are evolving into educational agencies by providing some of the very best informational products - books! If people are reading, they are learning and becoming better educated. A better educated community creates a better quality of life for our community members.

Explanation of Performance

Circulation per capita has been steadily decreasing since 2011.  This seems to correlate with cuts to the book budget that limited our ability to add new materials. We are starting to see a slight comeback: starting in May 2017, we began to see increases in our circulation over the previous year.  We believe this may correlate to an increased book budget, increased marketing efforts which started in March, and the addition of more downloadable options in our collection.
